Abia State Oil Producing Areas Development Commission (ASOPADEC) was established by the Law No. 009 of Abia State House of Assembly on 8th July 2009 and inaugurated on 11th March, 2010 by the state Governor His Excellency, Chief T. A. Orji. The commission is an interventionist agency with the mandate of administering the thirty (30%) of 13% oil derivation fund accrued to the state for rehabilitation and development needs of the oil producing areas.
Since establishment, the commission has been manned by several Boards and Administrators. These past leaders of the Commission made notable inputs in realizing the objectives of the commission.
At present, the administration of Governor Alex Otti appointed Venerable Dr. Joshua Onyeike as the General Manager. With Dr. Onyeike at the saddle of the affairs alongside management team, Commission has made astonishing impacts in the areas of infrastructure, health care services, scholarships, desilting and drainage system, provision of water and electricity, Agric inputs, social welfare activities etc. The General Manager has made visible efforts at repositioning the Commission to serve purpose of its establishment and in tandem with the administration policies of Dr. Alex Otti, for the new Abia.

To facilitate the development of infrastructure and strengthening of capacity in the oil producing areas.
To cooperate with stakeholders in the attainment of the objectives.
To improve the infrastructural base of the communities into semi urban towns and cities.
OUR STRATEGIES:
Facilitating the delivery of equipment and rehabilitation of health centers, mobile health clinic etc. Providing capacity to community people through micro-projects management and trainings.
Encourage establishment of skill acquisition Centers
Provide required and relevant expertise to farmers including Agric inputs and equipment
Provide rural electrification, water, town halls etc.
Rehabilitating existing infrastructures such as drainages culverts etc.
